For most of the history of freight, stealing a load meant physically taking it. Cut the fence, break the lock, move the trailer. Security was a perimeter problem, and the answer was a taller fence and more cameras pointed at it.
That is not how it works any more. The load is now handed over voluntarily, at the gate, to someone who arrived with documentation that passed inspection. Nobody broke in. A guard looked at a driver, looked at paperwork, and made a judgment call that turned out to be wrong.
Reported cargo theft in the United States has been running at record levels, and the fastest-growing category is not physical theft at all. It is strategic theft: fictitious pickups, identity theft of legitimate carriers, and double brokering. Terminal has written previously about a $4.5 million theft that started with a fake identity. The mechanism in that case was not a failure of the fence. It was a failure of verification at the moment of handover.
Most facilities have responded by adding cameras. Cameras record what happened. The problem is deciding what should happen, while the truck is still at the gate.
What Gate Verification Actually Has to Establish
Gate verification is the set of checks a facility performs at the point of entry to establish that the carrier is legitimate, the driver is who they claim to be, and the load matches what was expected, recorded in a way that can be produced later as evidence. It exists to move the security decision from after the fact to before the handover.
That definition names three separate questions, and most gate processes only answer one of them.
Is this carrier legitimate? is a question about the company, answerable from public data before the truck arrives. Is this driver who they say they are? is a question about a person, answerable only at the gate. Is this the right load? is a question about the freight, answerable only by looking at the trailer. A process that verifies documentation but never checks identity has not verified anything, because the documentation is exactly what a sophisticated thief brings.
The evidence requirement is the part teams underestimate. If proving what happened at the gate requires reconstructing it afterwards from camera footage and a paper log, the process is not defensible to an insurer or a customer.
Why Gate Security Breaks Down
The failure points are consistent, and none of them are about guard quality.
Freight Stopped Running on Familiarity
The old security model was relational. You knew the carrier, the same driver arrived each week, and familiarity did the verification work without anyone calling it verification.
"Freight has run on trust and relationships and familiarity," says Josh Kivenko, Chief Marketing Officer at Terminal Industries. "But that's problematic right now."
Ryan Arroyo, Terminal's SVP of Product and Engineering, describes what replaced it. "The whole industry has moved to, we call it the Uberization of brokerage. This is going for the lowest bid. So as a shipper, I don't know who's going to end up with the contract. And certainly as a 3PL who's ready to receive that carrier, they don't know who's coming."
Once the receiving facility does not know who is coming, familiarity is not a control. It is a memory of one. And the gap is well understood by the people exploiting it. As Arroyo puts it: "Anyone can look legitimate until they're not."
The Control Is a Person's Judgment, and Judgment Varies
"It's only as good as human judgment," Arroyo says of the standard gate. "We have a person there, and that's been the way the industry has really thought about it. I'm going to hire a gate guard, I'm going to put him in a shack, and I'm going to have that person sit and apply human judgment to what's coming to my yard. And while that works, what that gate guard is doing and the quality at which they're doing it can vary."
Variation is the problem, not competence. The same guard applies a different standard at 3am than at 10am, on a backed-up shift than on a quiet one. Gate roles also carry high turnover, so the institutional knowledge that made the judgment good in the first place leaves regularly.
Kivenko is blunter about where this leaves an operator: "It's not good enough to say I know it when I see it. That's not good enough any more."
A Paper Log Is Itself a Security Posture
This is the failure most operations teams have never classified as security.
"It may sound not like a security thing," Arroyo says, "but if you have a pen and paper or pencil and paper operation and you have no digital record of who arrived, that's a low security situation."
The consequence is not only that a bad actor gets through. It is that afterwards, a truck that never arrived and a truck the guard forgot to write down look identical in the record. There is no way to distinguish them, which means there is no way to investigate, and no way to prove to a claims adjuster what your facility actually did.
Point Solutions Lose the Context That Makes a Signal Mean Anything
Most facilities have accumulated security tooling one purchase at a time: cameras from one vendor, access control from another, a visitor log somewhere else.
"This was tackled initially through a variety of point solutions," Arroyo says. "And while those may be okay in isolation, what starts to happen is that because they lose context to what's happening in other aspects of the yard movement, they become less effective."
A camera that sees a trailer but does not know which shipment it is carrying produces a recording, not a decision. The signal exists. Nothing can act on it.
How to Verify a Carrier at the Gate
Five steps, in the order they should be implemented. Each is worth doing alone, and each makes the next one easier.
Digitise who arrived, before anything else. Every subsequent control depends on there being a record. This is the cheapest security improvement available to most facilities and it comes as a byproduct of automated gate check-in rather than as a separate purchase.
Screen the carrier before the truck is on site. Public data answers a lot. FMCSA registration status, insurance validity, authorised cargo types, ELD and traffic violation history, and whether the registered business address is a commercial premises or a PO box. Carrier risk assessment turns that into a classification you can act on rather than a file somebody would have to read.
Verify the person, not just the paperwork. Scan the driver's licence and establish in real time whether the ID is genuine. Documentation is what a sophisticated thief brings. Identity is harder to fake and almost never checked.
Route the result away from the gate. Terminal's identity check is deliberately silent: whoever performs the scan sees no indication of the result, which is instead surfaced to a different operator to act on. That design choice exists to remove the possibility of a face-to-face confrontation between a guard and someone who has just failed a check.
Verify the load against the manifest. Load verification captures what is actually on the trailer with timestamped visual evidence, which closes the gap between what was expected and what left.
Treat each of these as a signal rather than a verdict. A carrier with a PO box address is not a thief. A driver whose licence fails a check may have a damaged licence. The value is in accumulating enough signals to know which arrivals deserve a second look, and in having the record afterwards either way.
A Diagnostic: Where Is Your Gate Actually Exposed?
Answer these honestly, because the fix differs depending on where the answers cluster.
If a load went missing tomorrow, could you produce a verified record of who collected it, on what authority, and when, without reviewing camera footage?
Do you check anything about the carrier before the truck arrives, or does verification begin when it is already at the gate?
Does anyone check that the driver is the person named on the paperwork, as distinct from checking that the paperwork is in order?
When a check fails, does the person who ran it have to deliver that news face to face?
Can you tell the difference in your records between a truck that never arrived and a truck nobody logged?
Does your camera system know what shipment each trailer is carrying, or only that a trailer was there?
If the no answers cluster around records and evidence, the problem is instrumentation. If they cluster around what happens when a check fails, the problem is process design, and no camera will fix it.
What This Looks Like When It Works
The distinction that matters is where security lives. Security that sits beside the operation can tell you what happened. Security embedded in the movement of the yard can decide what happens next.
That is not a semantic difference. It changes what the system can do: not opening the gate because someone has permission, but confirming it is the right driver, with the right load, from the right carrier, while the truck is still at the gate rather than proving it after the fact.
It is also the precondition for automating any of it. "Machine-driven decisions need a ground truth," Arroyo says, "and our assertion is the gate really doesn't have much of it today." A system cannot act on something it cannot verify. Every operator with an ambition to reduce labour at the gate has to build the verification layer first, whether or not they think of it as a security project.
